MINUTES OF THE LAST MEETING
BB01/10 The Minutes of the last meeting held on 16 February 2010 were agreed.
CHURCHYARD AND BURIAL GROUNDS MAINTENANCE
BB02/10 Prior to the start of the meeting, Members inspected Christ Church Churchyard. There are no significant matters requiring attention. It was noted that Christ Church PCC is seeking quotes for the repair at the south end of the dividing wall between the upper and lower areas of the Churchyard.
BB03/10 Bathurst Enclosure by the West Door to St Mary’s. BB35/09. The Clerk reported that he had met Mr Ripley, Blacksmith of Robertsbridge on site in April 2010. Subsequently Mr Ripley had quoted £750.00 to refurbish the ground and wall fixings, and give the railings a repaint. A small amount of replacement stonework is also required. Members agreed this compared favourably with an earlier quote from another blacksmith of £3,300.00 for a more complete renovation. It was agreed to recommend to Council that the quote of £750.00 be accepted, and that provisionally up to £100.00 be approved for stonework repair by Mr Paul Filtness.
BB04/10 Rabbit control at St Mary’s. Members noted that the rabbit population is on the increase again. The Clerk will ask Mr David Coomber to increase his rabbit control activities accordingly.
BB05/10 The Dobereiner grave at Row H, No 83 at Goudhurst Burial Grounds. Noted that the Clerk will be in touch with the owner of the grave to ensure that the recently installed kerbstones are removed in accordance with Burial Board Regulation No 12.
BB06/10 Graves and Memorials in poor condition. It was agreed that, where the owners of graves and memorials in poor condition can not be traced, the Clerk should put in hand appropriate remedial work. This will start with the graves dating back 80 years or more that have collapsed thus leaving a trip hazard and the Burial Grounds looking untidy. It was agreed to recommend to Council that £500.00 will budgeted annually for 2011 for this work.
BB07/10 Row Markers at Goudhurst Burial Grounds. Noted that some have been covered by grass. It was agreed that clearing them will be a task for Clean Up Day on 23 October 2010.
BB08/10 Condition of Christ Church Kilndown. Rev Bill Hornsby mentioned that he had received two letters commenting on the much improved condition of the Churchyard.
BURIAL BOARD REGULATIONS
BB09/10 It was agreed to recommend to Council that no changes be made to the Burial Board Regulations save for the addition of one sentence: Memorials at graves in the lawned area may not be installed flat on the ground.
FEES AND CHARGES
BB10/10 After a full and detailed discussion it was agreed to recommend to Council these revised Fees and Charges from 01 September 2010 for a period of 1 year:
Graves: Exclusive right of burial in an earthen grave £320.00 to £330.00
Interment continues at £100.00
Approval of Monuments £85.00 £90.00
Additional inscription £85.00 £90.00
Ashes: Exclusive right of burial in the ashes section £210.00 to £220.00

CLEAN-UP DAY 2010
BB11/10 BB38/09. Members were reminded that this will be held on 23 October 2010 at both Goudhurst and Kilndown. The Clerk will draw up a ‘plan’ of tasks in conjunction with Chairman, Burial Board. Again it was noted that Mr Brian Henley, who has supported the Clean-Up Day activities with his tractor and trailer for many, many years, will be retiring and no longer available after October 2010.

BB32/09 The Minutes of the last meeting held on 20 October 2009 were agreed.
CHURCHYARD AND BURIAL GROUNDS MAINTENANCE
BB33/09 Trees – Christ Church. BB19/09. Noted that the Clerk has ‘mapped’ the trees. He will consult with Christ Church PCC members before submitting a planning application to TWBC.
BB34/09 Rabbit control at Goudhurst Burial Grounds. Noted that rabbit numbers in the Burial grounds are much reduced, although not eradicated entirely. Subsequent to the meeting a Mr Peter Chapman (brother of Mrs Jacqui Clark) has sought permission to visit the Burial Grounds with his ferrets and long nets to further reduce the rabbit population. Burial Board Members have expressed support for this.
BB35/09 Bathurst Enclosure by the west door at St Mary’s. BB24/09. Noted that the Clerk has reminded the blacksmith at Robertsbridge (Mr John Ripley) that the site meeting he agreed to attend is still outstanding. Meanwhile the blacksmith at Brenchley has shown no interest in this project.
BB36/09 Netting around Memorials at Goudhurst Burial Grounds. The Clerk reported that one family, contrary to Burial Board Regulation 15, has ignored his verbal request to remove wire netting around a grave in their ownership. It was agreed that the Clerk should (a) send the owner a polite written request with reasons to remove the wire by a date to be decided, and (b) if there is no response, to physically remove the wire.
REVIEW OF MAINTENANCE CONTRACTS FOR 2010-2011
BB37/09 St Marys Churchyard, the Cemetery south of Back Lane and Goudhurst Burial Grounds. Noted that Grounds Care & General Services has a fixed price contract from 2009-2010 for 3 years.
Christ Church Kilndown (upper area). As for St Mary’s Churchyard above.
Christ Church Kilndown (lower area). Noted that it had been agreed by Council Minute 325/09 of 09 November 2009 that Mr Peter Watkins’ contract be extended for 2010-2011 on the same terms as currently apply.
Weed Control. It was agreed to recommend to Council that the contract for Complete Weed Control of Horsmonden be renewed for 2010-2011 with no price increase since their work in their first year has been very good.
CLEAN-UP DAY 2010
BB38/09 It was agreed that this will be held on 23 October 2010 at both Goudhurst and Kilndown.
BB39/09 It was noted that Mr Brian Henley, who has supported the Clean-Up Day activities with his tractor and trailer for many, many years, will be retiring and no longer available after October 2010. The Clerk will seek alternatives.
BURIAL BOARD FINANCE
BB40/09 Figures presented by the Clerk showing receipts and payments against the 2009/10 budget were reviewed. There were no surprises.
MINISTRY OF JUSTICE GUIDANCE ON THE UPKEEP AND MAINTENANCE OF CEMETERIES.
BB41/09 One alert Member noted that KALC Parish News No 345 of 02 February 2010 contained a reference to the recently published MoJ Guidance. The Clerk undertook to review the publication, which runs to 116 pages, and will bring any relevant points to the attention of Council.

BB47/08 The Minutes of the last meeting held on 20 October 2008 were agreed.
CHURCHYARD AND BURIAL GROUNDS MAINTENANCE
BB48/08 Rabbit control at Goudhurst Burial Grounds. The Clerk reported that it appears to have been a successful operation by Absolute Pest Control. It is difficult to spot any rabbits in the Burial Grounds currently. Absolute had granted Council a significant discount on their quoted price when they had invoiced their services. Members agreed in principle to recommend Absolute be recalled should rabbit numbers increase again.
BB49/08 Mortuary Building Maintenance - The roof and guttering. Job successfully completed.
BB50/08 Hedge on Eastern Side of Burial Grounds (Glebe Field). The Diocesan contractor has cut the hedge.
BB51/08 Bathurst Enclosure by the west door at St Mary’s.
The Clerk is in touch with Mr Brian Hayward, Senior Design and Heritage Officer, TWBC regarding the possibility of grant funding. Burial Board Members recommended seeking advice on repairs to the iron railings and gate from Mr Nick Seymour, and from the blacksmiths at Brenchley and Robertsbridge. The Clerk will follow up.
BB52/08 Path by the west door at St Mary’s. Successfully re-laid by Mr Paul Filtness
BB53/08 Hand Rail from St Mary’s to Back Lane steps, and the low railings at the steps. Minute 198/08. The Clerk reported that Mr Tim Sargeant is still keen to take on this project which should be completed during the summer of 2009.
BB54/08 New Lamp by Back Lane Steps. Now working as originally specified. However the secondary lamp by the Back Lane steps has been vandalised and the Clerk will arrange for it to be replaced.
BB55/08 Damage to the Churchyard Walls. Mr Paul Filtness has invoiced Council for the repair and a claim against the owner of the Polish lorry company is in hand.
BB56/08 Laurels on the south side of the Cemetery. They have been cut back. Noted that as a result the owners of Old Parsonage Cottage are content.
BB57/08 Flower Bed by the West Gate to St Mary’s Churchyard. Noted that Mrs Marian Sargeant has agreed to take responsibility for it, and Dr Hugo has told the Clerk that he is happy about the new arrangement.
BB58/08 Bronze sign (to match existing) at the Burial Grounds gates. It was agreed to seek approval from Council of expenditure of not more than £100.00 to commission a plaque “Pedestrian Gate →”.
GROUNDS MAINTENANCE CONTRACTS 2009/2010
BB59/08 Mowing Hedges and Shrubs.
Grounds Care & General Services Ltd (Mr Steve Bryant) has submitted a bid covering 2009, 2010 and 2011:
for Goudhurst mowing at a rate 5.19% higher than his contract for 2008;
for Goudhurst hedges and shrub trimming at a rate 2.5% higher than 2008;
for Kilndown mowing, hedges and shrub cutting at a rate 5.00% higher than 2008.
Burial Board recommends that Council approves the appointment of Grounds Care & General Services Ltd.
Bids from two other contractors have been received which are higher that Grounds Care & General Services Ltd (see attached)
BB60/08 Weed Control
Weed Management Ltd held this contract in 2008 for St Mary’s and Christ Church. They have not responded to an invitation to bid for 2009.
Invicta Weeds Ltd t/a Complete Weed Control (Kent) of Horsmonden (Mr Simon Catchpole) has submitted a bid of £400.00.
Burial Board recommends that Council approves the appointment of Invicta Weeds Ltd.
Meanwhile the Clerk was requested to ask Invicta Weeds for details of the chemicals they propose to use for this contract (the subsequent response is Roundup Pro-Biactive, Pistol, Timbrel and Tordon 101).

BB28/08 The Chairman noted that there was not a quorum present. The Clerk confirmed that another Member had agreed to attend to make a quorum, but had probably been delayed at other meetings he was known to be attending earlier in the afternoon. Members agreed to proceed with the Agenda since the Burial Board does not have devolved powers.

BB29/08 The Minutes of the last meeting held on 21 July 2008 were agreed.
CHURCHYARD AND BURIAL GROUNDS MAINTENANCE
BB30/08 Rabbit control at Goudhurst Burial Grounds. The Clerk reported that he had given Mr Bob Long of Absoloute Pest Control a request to proceed with the agreed control programme of (Council Minute 193/08), but Absoloute had disappointingly failed to deliver so far. Mr Long had failed to respond to the Clerk’s phone calls. The Clerk will follow up and report further. (Subsequent to the meeting, Mr Long did phone and confirmed that the first of the series of three shoots had been completed).
BB31/08 Mortuary Building Maintenance - The roof and guttering.
The Clerk had sought 4 quotations:
- Mr Crumpling had indicated he did not wish to bid.
- Ascent Building Ltd had written to say they were unable to provide a price.
- Beechwood Homes had submitted two quotes.
- Ashford and Cranbrook Roofing Partnership had submitted a quote.
Members agreed to recommend to Council that the Ashford & Cranbrook Roofing Partnership quotation to renew the roof and the existing gutter be accepted. See attached quotes.
BB32/08 Fencing adjacent to the Memorial Gates at Goudhurst Burial Grounds. Steve Bryant has been reminded to install a short length of fencing at the east end of the gates to close the gap between the gate post and the laurel hedge.
BB33/08 Jan Sienesi Hedge Area adjacent to the top Ashes plots. Steve Bryant has been asked to put the area down to pea beach for the time being.
BB34/08 Hedge on Eastern Side of Burial Grounds (Glebe Field). The hedge needs cutting and the Vicar is following up with the Diocese.

BB38/08 New Lamp by Back Lane Steps. BB20/08. The Clerk awaits an update from Mr Brian Hayward, Senior Heritage Officer at TWBC regarding the requested PIR reactive switches for turning the lamp on and off automatically.
BB39/08 Damage to the Churchyard Walls.
BB21/08. A Polish lorry damaged the churchyard wall in Church Road on 03 June 08.
Mr Paul Filtness has yet to invoice Council for the repair so that the insurance claim can
proceed.
BB40/08 Christ Church Churchyard.
BB04/08. The possibility that Christ Church PCC could fund the repairs from the
Kilndown Village Hall purchase receipts, and that the PCC should investigate any action
necessary and obtain quotes for any repairs was discussed.
BB41/08 Laurels on the south side of the Cemetery. Noted that the owners of Old Parsonage Cottage has asked for the laurels in the Cemetery that are growing against the roof, guttering and north wall of their property be cut back. Clerk has obtained a quote of £220.00 from John Brander. For approval by Council.
Items subsequent to the Meeting included at the Chairman of the Burial Board’s request:
BB42/08 Goudhurst Scouts. The 1st Goudhurst Scout Troupe gave good support at the Tidy-up Day on 25 October 08. Council to approve a grant of £50.00 in recognition of their good work.
BB43/08 Flower Bed by the west gate to St Mary’s Churchyard. This has been planted and maintained by Dr Hugo successfully for many years, but Dr Hugo has now moved elsewhere and has difficulty maintaining the fine display. Mrs Marian Sargeant has agreed to take over the task providing Council reimburses the cost of plants and bulbs etc. For approval by Council.
BUDGET 2009/2010
BB44/08 Draft Expenditure Budget 2009/10. A summary of the Burial Board maintenance contracts from 2006/07 to 2008/09 was considered and noted.
Figures for the draft Budget 2009/10 were compiled for submission to Policy Committee 18 November 08.
CLEAN UP DAY
BB45/08 Noted that arrangements are in place for this to be held on Saturday, 25 October 2008 at both St Mary’s and at Christ Church, starting at 9.00 am. The Clerk has publicised the events by posters, the local press, the Parish Magazine and on the Goudhurst website.

Before the Meeting formally commenced, Members visited Christ Church Churchyard.
CHAIRMAN OF THE BURIAL BOARD
BB01/08 Cllr Nichol announced that he wished to hand over the Chairmanship of the Burial Board due to personal commitments, but he will remain a member of the Board. Cllr Roberts agreed to take the Chair for the meeting.

BB03/08 The Minutes of the last meeting held on 17 March 2008 were agreed.
CHURCHYARD AND BURIAL GROUNDS MAINTENANCE
During the pre-meeting inspection, these matters were considered:
BB04/08 Christ Church Churchyard.
- Members were satisfied with the work of Steve Bryant, the contractor who has taken over
the maintenance of the upper are following Eric Skinner’s retirement.
- Members considered Mr Watkins’ maintenance work in the lower area to be very good.
- Some saplings growing close to the lych gate have been removed (probably by Mr John
Elderton).
- Steve Bryant has undertaken to remove other saplings close to the steps to the lower area.
- Cllr Roberts will contact Mrs Fellows about the responsibility for the maintenance of the
flower beds either side of the west door to the Church.
- The wasps nest in the hedge at the north east corner of the Churchyard has been cleared.
- Cllr Roberts will bring forward proposals for the thinning of some trees at the west end
of the Churchyard.
Cllr Roberts will bring forward proposals concerning southern end of the dividing wall
between the upper and lower areas. Members consider there could be a safety issue.
Noted that this matter had been raised previously by Mr Denton in 2005.
The Clerk presented a Report to the Meeting:
BB05/08 Rabbit proofing around Goudhurst Burial Grounds. Cllr Nichol and the Clerk met with Mr Bob Long of Absolute Pest Control, Marden on 17 July. He proposed a series of 3 night time shoots (usually at 3.00 am) using a specialist silenced rifle at a cost of £360.00 as a pilot. We were assured this will reduce the rabbit population drastically. His assessment of our wire netting fencing is that it is inadequate; his solution would be to replace it with chain link fencing dug in to 3 ft, but he did not recommend that on cost grounds. If successful, he would recommend a rolling programme of similar shoots. He produced verbal references, including Lenham PC (subsequent to the meeting, the Clerk received a favourable report from Lenham Paris Council), University of Colchester, and certain North London Boroughs. Burial Board recommends expenditure of £360.00 for a trial 3 shoots.
BB06/08 Mortuary Building Maintenance - The roof and guttering. Cllr Nichol met with Mr Mark Stoner of Beechwood Homes (Construction) Ltd (as recommended by Madeleine Rose Estate Agents) on 05 July.
- He has quoted for clearing the vegetation from the eaves and guttering, carry out
pointing repairs, and replace the cast iron guttering and down pipe: £1480.00. Burial
Board recommends Council approves this expenditure.
He has quoted for erecting scaffolding, clearing the dead ivy for the roof tiles,
replacing any broken clay peg tiles with used, pointing repairs to hips and ridges,
minor pointing repair to stonework, painting the door metal with black Hammerite to
match the guttering, and treating exposed woodwork: £1280.00. Council
recommends this item be deferred until Mr Stoner carries out the first project and can
further inspect the condition of the roof from the inside.
BB07/08 St Mary’s Churchyard Gates.
- The damaged Memorial Gates have been repaired and are back doing their job.
- Tim Sargeant has renovated the small iron gates to the Cemetery, and they look good.
BB08/08 Fencing adjacent to the Memorial Gates. Steve Bryant has been asked to install a short length of fencing at the east end of the gates to close the gap between the gate post and the laurel hedge.
BB09/08 Jan Sienesi Hedge. Steve Bryant replaced the old bedraggled hedge with young heathers. Failure. Within a week the rabbits had them! The Burial Board recommends that area be put down to pea beach for the time being.
BB10/08 Hedge on Eastern Side of Burial Grounds (Glebe Field). We seem to be back where we were this time last year. Our side looks good, whilst the Diocesan side does not. The Clerk will follow up with the Vicar and the Diocesan land agent.
BB11/08 Notice Board at the Burial Grounds. Tim Sargeant has added a drip rail just above the doors to reduce rail ingress, and has touched up the green paint. It looks good.
BB12/08 Bathurst Enclosure by the west door at St Mary’s.
Fran Shepherd, a local blacksmith, has reported on the railings. She has given two
quotes of £3380.00 or ££3840.00 for remedial work.
Meanwhile, St Mary’s PCC has confirmed that in their view the enclosure with its
railings is part of the Churchyard and not part of the Church building.
Clerk has taken advice from Brian Hayward, Senior Heritage Officer at TWBC. He
suggests that the higher of the two quotes is the specification we need to maintain the
railings in the longer term. He has indicated that there could be grant funds available
from TWBC for the repairs. Clerk to follow up with TWBC.
BB13/08 Weed Control. Weed Management has carried out a full treatment at St Mary’s and Christ Church. Because of the wet spring it was both late, and not as effective as it might have been in some areas. Weed Management has carried out some remedial work at no extra cost more recently.
BB14/08 Trees planted on Graves. The evergreen tree on the grave known as Row H, No 80 (the Cullip grave) has been removed.
BB15/08 Alignment of memorial tablets in the ‘top’ ashes plot. Noted that implementation has started.
BB16/08 Ridgeway Enclosure. Agreed that any action should be postponed for 1 year due to expenditure on other projects. The Clerk will seek advice from Brian Hayward, Senior Heritage Officer at TWBC, and include an item in the draft budget for 2009/10.
BB17/08 The Thorpe Grave. The memorial headstone had been established at Row K, No 86 instead of Row K, No 85 in error. At Perigoe’s request, Cleverley & Spencer have agreed to move it to its correct position.
BB18/08 Path by the west door at St Mary’s. Paul Filtness has quoted £565.00 to relay 13m2 of uneven paving which is a hazard. Burial Board seeks Council’s approval of this expenditure.
BB19/08 Hand Rail from St Mary’s to Back Lane steps, and the low railings at the steps. Tim Sargeant has quoted £350.00 for repainting this, as well as the low iron railings by the steps. Included is the straightening of the railing uprights, and resetting the railings into the stone wall with mortar. Burial Board seeks Council’s approval for the expenditure
BB20/08 New Lamp by Back Lane Steps. This is part of the Conservation Area Appraisal project. Noted that the lamp has been painted and its finial established. However the requested PIR reactive devices have still not been fitted. Clerk last met Brian Hayward, Senior Heritage Officer at TWBC on 19 June 2008 to encourage progress. The Clerk is to follow up again.
BB21/08 Damage to the Churchyard Walls.
A Veolia lorry scarred the cemetery wall in Back Lane in November 07 as previously
reported. Both Paul Filtness, and Brian Hayward of TWBC, are of the opinion that
the cost of replacing the damaged stones would be £1,000 and an insurance claim has
been submitted for this.
A Polish lorry damaged the churchyard wall in Church Road on 03 June 08. Clerk
has been in touch with the company concerned and has their insurance company’s
details. Paul Filtness has quoted £260.00 to reinstate the wall. Need approval to ask
him to go ahead with the work and to reclaim the cost from the Polish insurance
company.
BURIAL BOARD REGULATIONS
BB22/08 The clerk presented an updated revised draft of the Regulations. The objectives are to:
Emphasise the responsibility of the owners of graves and memorials for their ongoing
upkeep;
Tighten up on the procedures relating to grave and ashes plots owners being able to
issue subsequent Notice of Interment instructions;
- Tighten up on the transfer of ownership of the Exclusive Rights of Burial;
- No kerbstones are permitted;
- Give notice that the Burial Board only deals with monumental masons who are members
of BRAMM (British Register of Accredited Memorial Masons). This is important
because, for instance, they will always install headstones with proper fixings to ensure
they remain stable for decades to come;
Emphasise the importance of memorial insurance.
The draft was agreed with minor amendments. Burial Board recommends that Council adopts the rewritten Regulations.
The Clerk presented a mock-up of the Burial Board Regulations and Fees in booklet form. The Burial Board recommends that Council approves the annual publication by Mr David Denton of this booklet for public use. Cost to be no more than £30.00 (60 copies is likely to suffice).

BB23/08 After a full and detailed discussion it was agreed to recommend to Council these revised Fees and Charges from 01 September 08 for a period of 1 year:
Graves: Exclusive right of burial in an earthen grave £300.00 to £320.00
Interment continues at £100.00
Monuments continues at £85.00
Additional inscription continues at £85.00
Ashes: Exclusive right of burial in the ashes section £200.00 to £210.00
Interment continues at £100.00
Tablets continues at £85.00
Additional inscription continues at £85.00
Registration of Change of Ownership continues at £30.00
CLEAN UP DAY
BB24/08 It was agreed that this will be held on Saturday, 25 October 2008 at both St Mary’s and at Christ Church, starting at 9.00 am.
- Mr Brian Henley again offered to assist with his tractor and trailer to remove arisings
at St Mary’s. He urged Councillors to ‘get organised’ and issue clear instructions to the volunteers.
Cllr Nichol will arrange for cones to be provided in Back Lane so the tractor can park.
The Clerk will ask the Scouts to participate. He will also publicise the event in the Parish
Magazine, and the local press.
TRAINING
BB25/08 Noted that the Clerk had attended a Cemetery Management training day on 15 July. He
reported that whilst most of Council’s procedures meet best practice standards, there could
be some improvements e.g. in the presentation of Councils Burial Grounds regulations
